Using dial up connection with Outlook 2002

I recently installed Office XP. I am running XP Home with fast user
switching enabled and 2 user accounts excluding guest account.

Does Outlook automatically default to a network connection with fast user
switching is active? I did setup a shared internet connection originally
instead of the me only option and then I manually connected to the internet
because this was the default. I later changed this to always dial my
connection, but after installing Office XP, I seem to be getting 2
connections--one will start, drop the connection and then redial. In system
information internet settings, my connection is still saying never dial,
although it is set to always dial.

I am not sure if this is Windows doing this (because of the fast user
switching enabled), Outlook, or the fact that I setup the connection
originally as a "everyone on this computer to use" connection. I do have
Outlook configured to connect thru dial up.

Can anyone tell me how to get rid of the network connection and have the
computer automatically dial my ISP without dropping and reconnecting all
this time?

Also, when I setup my connection, I selected the manually setup my
connection option because I have a local ISP that is not on MS list of
ISP's. Could this be part of the auto dial problem--or why it won't?
