Using for eBay auctions. Need to change size to fit browsers and

I am currently using Frontpage 2000 for making my eBay auctions. It seems to
stay the same size regardless of the browser / computers resolution. Some
computers its just to big on. I also want to frame the whole page inside of
a thick border.

I don't want the auction to take up the whole page. It should change
depending on the browser. OR I would like it to be a bit smaller (perhaps
75% of the page).
