Using GPO to install Office 2003

We are using GPO to install Office 2003. For some reason I can't remove it
using control panel "Add or Remove programs". Actually, it removes part of it
but keeps, I guess, the common components and shortcuts. If I click on any of
the office shortcuts corresponding application will be reinstalled. Is such
behavior by design or I am doing something wrong?

I am actually looking for a different answer. It's not a problem to remove
Office installation but I need to know why GPO deployment can't be removed
from the control panel.

Because it's a GPO deployment and the icons/shorcuts where declared as
"Advertised", in which case the icons stay on the desktop/start menu,
and the application is reinnitialised/reinstalled each time a user
clicks on the respective shortcut.

Why you say? because it's a GPO and you have selected it as published,
not assigned
