(1) Create a document with a graphic on the first page
that is to underlay title page text. Set the properties so
that text displays over graphics. Prints as expected.
(2) Add headers, checking different first page (to
suppress headers on title page) and different odd and even
in the page setup dialog.

However, when actually printed, graphic prints over text.
Generally, once this happens, this erroneous print
behavior gets stuck; removing everything concerning
headers and footers does not restore text over graphic
printing.
