Using HTML template in 2007/Vista

Not sure if this is the right sub-forum or not....

I'm able to install an HTML page as a template using Office 2007 on an XP
machine, but the same process does not work on Vista machines. The template
is saved to the proper location but the problem is that when Outlook opens
the form, it opens as Plain Text rather than HTML.

I haven't been successful finding any solutions googling the problem -
anyone here know of a fix?
