Using Inbox as a To-Do List

Hi Everyone,
Just like many of you I too use my Inbox as my 'To-Do List' for work.
Basically if the message is still in my Inbox then there is still
something that needs to be done before it gets moved to it's
appropriate folder. The problem I have is that it can take a long time
for me to move the emails to the correct folder because they are
usually nested inside of other folders, sometime as many as 3 or 4
layers. (Office Location --> Department --> Employee Name). A
combination of how long it takes and the amount of email I receive
result in hundreds of messages sitting in my Inbox that should have
been moved.If I take a few hours once a month I can clean everything
out but it usually requires a Sunday afternoon that I would rather be
spending with my wife and kids.

What I'm looking for is a rule that I can run manually that will look
at all the messages in the Inbox and move only the ones that have been
'Flagged' as complete to their specific folder based on the rules
created. This would be very similar to the 'Follow Up Flag' option but
instead of needing to follow up it would mean that this message is
completed/finished and ready to move to it's appropriate folder.

To give some more details, I'm running Microsoft Outlook 2007 in an
Exchange environment.
