Using IncludePicture with Mergefield

I have created letters that change out a graphic based on the academic program someone is enrolled in. I used the following: {INCLUDEPICTURE {MERGEFIELD "Program"}.tif} to bring in the program graphic. However, only the original graphic I used displays - it does not change as the data records change. If I change the order of the data records, the same original graphic displays.

Merge to a new document - Select All then F9 to update. The correct images
will show.

It still doesn't update the images. The other IncludeText fields update, but not the images

Is it possible for me to send you the files and have you replicate the scenario

I want to be able to do a mailmerge, where these graphics change on the fly as each letter is generated/printed. This occurs when the IncludeText field is used, but is not happening with the IncludePicture. Can I do the mailmerge that I describe using the IncludePicture
