Using Infopath to create a form based on many-to-one tables

Hi,

I am exploring for the best tool to create a quality management system that
will use web form s based on many-to-one tables. In a recent past I used
data access pages in combination with SharePoint. The major shortcoming was
the issue with attaching a file to a form; I never found a solution to do
that with daps.

Can I use InfoPath to do that (the many-to-one table relationship is
critical)? Can I use Access 2007 to do that? Is there a better Microsoft
tool to do that?
