Using insert(overtype mode) with two documents

Unable to use the insert key on one document when two are open. The insert
key seems to tie itself to one document, even if the document you want to
work on is on top the insert key will still toggle between insert and
overtype on the bottom.

That's because Insert mode is a Windows level setting.

What is a windows level setting?
And is there a way to fix it so that the insert mode works when multiple
documents are open?

A Windows level setting is a setting applied by Windows universally. It is
not posible to have multiple documents open, some with Insert mode some with
Overwrite mode. It is either one setting or the other for all. Word simply
reports the current mode applied from Windows.
In fact insert/overwrite is even older than Windows itself and operates at a
hardware level irrespective of the operating system.
