Using Instant Messenger in outlook 2003

Outlook 2003 does not appear to recognise when i am signed into MSN messenger i am using MSN messenger 6.1, the smart tags in outlook remain grey and when I click on the sign into messenger option in the smart tag shortcut menu nothing changes. I have set up the IM adresses in contacts, can anyone help? Thanks
