Using MS EPM for Resource Management

Can someone tell me whether MS EPM Suite / Solution will allow the user to
search for candidates that meet skill and availability match and then
"present' the user with the top candidates to assign to the task or item?

Yes, but to do so will require your organization to create one or more
custom enterprise Resource outline code fields to track skills. The
software can filter on resources that have the right skills and also have
the availability during the specified time periods. Hope this helps.
