Using new form on old outlook contacts

Is there a way to take existing outlook contacts and import them to a custom
contact form I have created?

Import is not the appropriate action. You simply need to change the value of the MessageClass property for each item so that it points to your published custom form. See http://www.outlookcode.com/d/newdefaultform.htm
