Using Office Address Book to FAX

When using Office Address Book to send FAXes, the RECIPIENT NAME is SOMETIMES
pulled from the FULL NAME and sometimes pulled from the FILE AS field. After
multiple attempts, I do not understand what determines which field is used.
I assume there is some kind of algorithm or similar, but WHAT IS IT?
