Any tips on OneNote as a time management tool for manging one's own time and
subordinates' time?

ON is not really built for that type of use. ON can be used to support
your work but probably won't fit as the prmary tracking mechanism. You
could use some of the following tips to shoehorn that functionality out
of the product:

1) Use ON as a log file of work performed, and any automatic or manual
timestamps could be used to estimate the amount of time spent on a
project.

2) Similar to #1, use the improved integration with Outlook to ensure
that work done in ON is reflected on the calendar and that noted tagged
with Due dates are added to the Outlook Task list.

3) Kludge together a shared notebook where staff log their hours for
certain projects. That virtual timecard could be used for generating
billing to clients or as the first piece of input into a payroll system.
Be aware that this is not terribly secure or litigation-proof.
