Using Outlook 2000 .oft file with "reply using a specific template

I am trying to use an .oft file as part of a rule "reply using a specific
template". In the body of the template, I want to create a hyperlink that
says CLICK HERE and leads to a download of a zip file.
I have tried rich text, and it looks okay when I create it but when it is
received I get this: CLICK HERE
<http://www.world-info-source.com/dowwnloads6678red/SuperTXholdemSystem.zip>
As you see, the link is not a link at all, it has the path next to it instead.
I have also tried html. The template looks fine. If I open the template and
send it by clicking send, it comes through just fine. BUT, when the same
template is sent as a result of the rule going in to effect, the body of the
message received is blank! It is driving me nuts! Help is appreciated in
advance. -FP
