Using Outlook 2000 to reserve resources(Free vs Busy time)

We are using Outlook 2000 and Exchange 2000. Our users click on new
appointment then click on invite others and add the resource(Boardroom,
labtop1, etc..) to the resouces box. This system works great most of the time
when reserving resources. The problem comes in when some users decided to set
the show time as: to Free. This allows other users to reserve the resource at
the same time.

Besides beating the users into submission is there a way to have the
resource mailbox reject again invite that uses Free time? Or another solution
to our problem?

Post all replies to the group to keep the discussion intact. Due to
the (insert latest virus name here) virus, all mail sent to my personal
account will be deleted without reading.
