Using Outlook for email while traveling

I use cable ISP (Charter.net) at home, but when traveling and accessing the
internet from other sources, I can receive email but cannot send any
messages. Can someone tell me how to adjust the email settings so the SMTP
server will let me reply and/or send messages??
