Using outlook forms with OWA on exchange 2003 server

Is there a way for a remote user who only uses OWA to
utilize Custom outlook forms. I could not seem to find
any documentation on this and was wondering if someone
could point me in the correct direction.

No. You would need to design custom web forms for OWA, a totally different
