Using outlook to schedule training classes - limit number of atten

I have been tasked to train over 700 users and need to find an easy solution
to scheduling besides a spreadsheet and answering emails from all these users
as to which date/time they would like to attend class.

Is there a way that we can utilize outlook to send out meeting makers to a
list of people and by accepting a date/time they are then signed up for the
class - when we reach 15 people the date/time will be full and no one else
can sign up for that slot?

We are using Microsoft Exchange and are all on the same network too.

Any information would be appreciated.
