using proxy servers?

My area does not have Broadband and I use a sat system that uses a proxy
server. It is Sat download and dialup upload. It works fine on Explorer and
yahoo mail but outlook does not pick up the proxy server and uses the dial up
for both upload and download. Can anyone out there help.
