Using Publisher, apostrophes don't properly convert to web. why?

Help! Other punctuation isn't converting properly to the web either...like
the Microsoft-inserted accent mark over the "e" in cafe.

Thanks for your assistance.

Try changing the Encoding. Go to Tools > Options > Web tab and choose
Unicode UTF-8. Republish.
