Using Publisher Web Files in FrontPage

Is it possible to start a web site using Publisher's web
designs and then transfer it to FrontPage for further
enhancements? Publisher has the graphics and layouts
already done for you and FrontPage has the additional
power and control. I don't see how to move files from one
environment to the other.

To accomplish this, you have to publish/save as web page then go back and
open the html files with front page.
Works okay, but you have to do some tweaking to the site after you open in
front page.
