Using Rules with queries to databases

I've being trying to query my database as part of my form design, such that
a user cannot submit a form if a form with matching fields already exists in
the database.
Honestly, I've struggled with this. Not having any programming knowledge,
I'm trying to make use of infopaths native rules features with no success.

I know it is possible to set a rule where one of the actions is a query to
the database. Is it possible to set a rule where one of the conditions is a
query to the database ?
