You need to tell us which version of Word you are using, and on which
operating system, otherwise you make the question impossible to answer.

The generic answer is that your insertion point must be clicked into a
header or footer before the controls are available.

So begin with View>Header and Footer...

Cheers

Hi jfieldsend,

Same as Previous is a checkbox on the Header/Footer toolbar. In Word
2008, that toolbar will appear as a section in the Formatting Palette
when the header/footer is active.

Title page is *not* so simple as a checkbox--Word 2008 offers some cover
pages on the Document Elements Gallery which you may or may not want to
use. I'd test them on a dummy copy.

It might be that the tutorial here walks you through what you are trying
to do (which you didn't really say):
http://word.mvps.org/faqs/Formatting/NumberingFrontMatter.htm

If that doesn't cover it, you will need to give exact version numbers
for Word and OS, and also a better description of what you are trying to
do. I'm not sure what you mean by "or is this just section 1".
