Using Send As permissions Problem sending

When user A has full access to a mailbox (user B) other than their own and
Send AS permissions have been enabled, when user A sends messages from user B
are sent receive the reply "You do not have permission to send to this
recipient." User B's mailbox has been added to User A's list. Using Outlook
2003 and Exchange SErver 2003. What step am I missing?

are you sure send as permission was set on the mailbox?

Yes, permissions have been set on the mailbox. I started checking the
security settings in the Exchange Manager and on the server the Send As
rights are denied. I think that the denial is extending down to the child
level.

it's disabled on the server so users can't send as each other but if you
enable on the mailbox, it will work.

I must be close but still not working; followed the instructions in the link.
I'm wondering if the problem might be that User A is setup as a delegate for
Mailbox B to allow that mailbox to be visible in folder list for User A. If
User A sends an email to the User B & then replies to that email no problem.

There's an alternative, simpler, method to "sending as" a different
user which works with Outlook and Exchange and bypasses all the
permissions problem.
It uses dummy POP3 accounts and is detailed on this page:-
