Using send mail from word

Setup
Server: SBS 2003 R2 with Exchange 2003
Client: Windows XP with Office 2007
Problem: When the user sends an email using send mail from word as a file,
the email does not gets sent until the user logs into outlook. I want that
the email gets out ASAP. Any pointers?

Outlook must be running in order for it to send messages. There's no way
around that.

When the new-mail window appears, only a stub of Outlook gets loaded.
When the user hits Send, the new-mail window unloads and that also means
Outlook unloads. Since Outlook isn't running, it isn't available to
send the message. The user will need to leave Outlook running all the
time so it can send when the new-mail window is closed.

If a new-mail window is not involved (i.e., you send a file via e-mail
but somehow also have specified the recipients and Subject, like when
using the mailto URI), the new item is added programmatically. Again,
since Outlook is not loaded then it isn't available to do the sending.
