UTF8 Encoding and Excel

I am trying to open a file in Excel that contains UTF8
encoding. The file contains Simplified Chinese and
Japanese characters. I can open the file in Word and in
Access and when doing so I am prompted with an encoding
option. I am able to choose UTF8 and by doing so the
file opens and reads correctly.

However when trying to open th file in Excel using the
Text Import Wizard or the Data Import Utility, the File
Origin dropdown does not contain UTF8 as an encoding
option. How can I open files in Excel with a UTF8
encoding option?
