Utility to advise users when sending large attachments

Hi
I am after a way of having a pop up message when users try sending an email
that has an attachment over a size of say 2Mb. I want to be able to have a
customised message pop up advising users of better ways of sending large
attachments such as sending as a link, posting on the Intranet etc, although
still allowing them to send that message if they need to.

Is there a cheap and cheerful utility out there, or a piece of VBA I could
have written that would give me such a method? We have 2800 mailboxes so it
would need to be a centrally managed solution.... so maybe not cheap and
cheerful :)
