V 11.1 Decimal places: change from format/cells & from toolbarBUT->

With Excel 2004, when I go into format/cells/numbers and change decimal
places to 0 or when I reduce the decimal cells for a column or cell from the
toolbar, I end up with "3" being entered as "0.03" unless I either type a
quotation mark before the numeral or add a ".00" after the numeral.

Your counsel, please?

Look under excel>preferences>edit and uncheck fixed decimal places
(tools>options>edit under windows excel)
