I am going on vacation. How do I inform e-mailers that I
will be gone until October 13th. I am not on an Exchange
server.

Use Rules Wizard to configure a rule that will reply with template to every
message. See the MSKB and use the search words "emulate the out of office
assistant" and put in your version of Outlook. I would have supplied the
article for you but you did not mention the version of Outlook you are
using.
