valid email going to junk mail in Outlook 2003

Have a user on XP Pro (fully updated) using Office 2003 and Exchange 2003.
The user has emails from other users in my domain going to junk mail. Have
tried putting my domain in safe sender list. Have set junk filter rules to
"no automatic filtering"...no effect. Have turned off cached exchange mode
and removed all rules...no effect. Have set rules for particular people and
they still go to junk mail.

Last step was to delete their roaming profile and cached profile on the
computer and uninstalled and reinstalled Office. Issue still occurs.

Any ideas?
