Valid Product Key for Office 2003 Pro Edition

I keep getting the an invalid product key message, You have not entered a
valid product key.

I've tried the work around mentioned at
http://support.microsoft.com/?kbid=842566. I got the same error message. I
don't seem to have any other Office products installed on my computer unless
Outlook Express or MS Money would fall into that catagory. I also purchased
a copy of Front Page 2003. After the failed install of Office, I installed
Front Page without any problems. I then uninstalled Front Page.

At the bottom of my setup log file I have a Return Code of 1602 as follows.

Successfully launched MsiExec....

Additional info: I did download the 2003 resource kit and the removal
program did not detect any office programs.

The only articles I found in the KB about this error message deal with
getting the message after you've installed O2003. I'm getting that message
and haven't gotten it installed yet. There isn't even a directory set up for
MS Office. If I remember right the first time I got this message I had
gotten to a point where I was asked to verify my email address.
Unfortunately the log for the first time I attempted to install are no longer
available.

Has there ever been a time when the wrong product key was shipped with the CD?
