Validation error for enterprise resource pool

I am trying to add a resource to the enterprise resource pool. But there is
an error in the "Validate Enterprise Resources" page: Error -- User will
become an enterprise resource. Could anyone tell me what's wrong? Thanks in
advance!

Has this resource been added previously as a user in PWA without being added
as a resource? That would explain this message. Let us know.
