Validation List not showing external source.

I have a external reference on a Data Validation but the list will not
show up unless I have the external reference spreadsheet open. I can
manually type in the exact selection and it works fine. Unless I have
the refernced spread sheet open, I can not see the list options. Is
there a fix for this or is this a limitation on Excel? Any work
arounds?
