I want to create a validation rule in a text box that says
the entered value can must be in a field of a table or
query.

If you want to limit the user to just the values that are in a field in a
table, don't use a textbox control. Instead, use a combo box or list box
control -- both allow you to limit the choices to just the ones you will
accept, and you populate their lists via a query that selects the desired
values from the table.
