Validiation

With Excel 2010 I use Validation frequency in all my files, except one, one
has Validation of Data grayed out and not selectable. My question is WHY?
All setting seem to be the same, but, there is something with this file
that's wrong.

One other common reason is that you have more than one sheet
selected.....grouped sheets.
