#value! message on divide

When I enter something like =C3/D3 I get #value! in the
cell. When I enter something like =10/2 I get an error
saying I cannot do that in the cell (which I know I can
do).

I wrote several days ago and asked a similar question. The
advice was "look at your Options". Is there any chance you
could be more specific? I have reinstalled the Office 2000
twice. I have removed Office 2000 and installed Office
2003 Beta. The problem still persists. Is there something
missing in the core library? A registry problem?

Any help would be appreciated.
