#value when sending excel file via Outlook

I have an excel 2002 sp3 file with links to external workbooks.

When I send this file to a co-worker through Outlook and the co-worker opens
the file and selects to NOT update the links, they still receive the #value
error.

Any thoughts on why this is happening and how to correct it?
