Values in value list don't show up after import from another project

I am using Project 2003 Standard and trying to import a value list from a custom field in one program into custom field in the project with which I am working. I have both files open and have - or at least, I think I have - followed the directions very carefully to make the import work. Has this been a problem for others? And, if so, how have you solved it?

It works fine for me. Have you tried to install the Project 2003 update :
