I have been asked to research if the valve builder
function that was in the 2000 version but not in the 2002
version, is available in the 2003 version?

The valve builder add-on was discontinued after the 2000 version. However,
Visio Professional 2002 and 2003 have additional valve shapes that replace
what was possible using the builder. Any configuration that was available
in the builder can now be assembled directly in the drawing using the new
shapes.
