VB Help system not working correctly

In the past, when I accessed many help topics, there were links at the top
which access info such as 'Applies To" and "Examples". Now on may topics
links have disappeared. All I see are little boxes that don't do anything.

I've reinstalled and also uninstalled and installed the whole Office XP
suite. What could be causing the help links to not work?
