vb macro and Windows SP3

We just pushed windows SP3 and now users' vb macros will
not run. Something about vb library not initializing due
to security threat of macros.

Anyone run into this or have suggestion?

Windows 2000 SP3. I know SP4 is out, but I work for the
state and they are usually behind in technology.
