VB .NET not able to connect to Access 2k db w/Password

Hello,
I am using VB .NET 2003,and an Access 2000 db. I am using
the OleDbDataAdapter to connect to the database. when I
try to establish a connection to the database that I have
assigned a password and user Id to, I select the
button "Test Connection" and it returns message - "Test
connection failed because of an error in initializing
provider. Cannot start your application. The workgroup
information file is missing or opended exclusively by
another user." Nothing is open and I don't know what a
workgroup information file is. If I don't assign a
password, it works just fine, but that's not the goal.

Help!
