VBA Editor will no longer open

Can anyone help me figure out why, after some months of being able to access
the VBA Editor in MS Outlook 2007 (on Windows XP SP2) all of a sudden nothing
happens when I choose the Tools>Macro>Visual Basic Editor or press Alt+F11? I
have tried removing and re-installing Outlook but it made no difference. I
have tried running diagnostics and it tells me there are no problems except
that I have not allowed it to download the diagnsotics file (in fact the
check box to allow that file to be downloaded is checked).

Did you check in Tools | Trust Center | Add-ins | Disabled Items?

Sue, thanks for your comments. I have to admit that I don't remember if I
checked that. I have no idea why it would have reset itself, though. I tried
every option I could think of to no avail.
In the end I did find a solution. Unfortunately it is the same solution I
found to the problems I had with Excel 2007, Access 2007 and Word 2007 - I
went back to the 2003 version. I have now totally removed Office 2007 from my
system. So far the machine is back to it's old fast speed and no crashes
yet!!! I don't think Office 2007 and Office 2003 like sharing the same
machine on XP.
