VBA - How to detect "Load summary resource assignments" status

I am trying to determine how to detect if MS Project was launched with "Load
summary resource assignments" checked through VBA code in a macro.

It's an option for MS Project when connecting to project server. You need to
have "Manually control connection state" enabled in your Project Server
Accounts setup in order to access the "Load summary resource assignments"
checkbox at program startup time. It appears in the same dialog for selecting
your accounts.
