vba project digital signature

I have been using VBA project and recently after editing an existing project
I am no longer able to save my VBA project for Outlook with my digital
signature.

I select the digital signature but when I save the following error message
is displayed.
'An error occurred while trying to sign the project. The unsigned project
has been saved'

I have also tried to create a new digital signature using SelfCert.exe but
this gives the following error
'An error occurred during self certification. Selfcert was unable to create
your certificate'

Under IE - Internet Options - Certificates my certificate shows under
trusted publishers and trusted root certificate authorities but not personal.

Under MMC - certificates
