VBA/VB function to change the numerical base of a number

I have developed a function to take a number in any base and convert
it to a number in a different base. I wrote it as I was unable to
trace any existing function that did this. I would like to publish
this function as a piece of freeware as I feel others may find it
useful but I don't know where best I could publish it.

Can anyone point me in the right direction?

(I do not maintain a Web site so I am looking for a library that will
hold the whole source code, not one of the ones which just holds URL
pointers)
