VBE6.dll missing in Win98/ME

I am receiving messages that functions are missing when I
run a Access 2k app on computers with Windows 98 or ME.
I have tracked the problem to a missing VBE6.dll file in
c:\program files\common\microsoft shared\vba\vba6.

How is this file installed/register in Windows 98 or ME?
Can I use the packaging wizard to include this file? It
doesn't appear that in VBA, tools, references window, I
can change the location of this file. When I copy the
file to my directory, it always reverts to the vba6
folder.
