Vcard / Notes Field - Outlook 2003

From reading the posts it would seem that by "design" the Notes field is
excluded.

However, when looking at the contents of an exported vCard from Outlook 2003
it contains the Notes field and the data associated with the Notes field.

Why then, isnt it imported into outlook 2003 properly?
