.vcs files do not open

The only way I can open .vcs files, whether attached to emails or saved on
the hard disk, is to drag them directly into the outlook calendar. They do
not open by double-click, or right-click > open. I get the new "hourglass"
for a moment, my cpu gets used, and then nothing.

The following is the content of a .vcs file that does not open: (I only
understand the basics of ical standards)

this is what is being sent - is this an issue with content or an issue with
Outlook? (keeping in mind if i browse to the folder this file is located in,
then drag it to outlook's calendar the file opens without issue)

I disabled antivirus and the outlook sidebar program, with no effect.
